## <mark style="color:blue;">Federal Bureau of Investigation</mark> <a href="#fbi" id="fbi"></a>

The Federal Bureau of Investigation, mostly known as the FBI are purposed with investigating and preventing federal crimes.&#x20;

With many skilled Agents and several opportunities, we offer a wide variety of positions including:\
\- Internal Affairs\

Starting off with Internal Affairs, their main purpose is to keep the FBI in check by training Agents/Trainees and hosting inspections/ride-alongs.

Moving on we have Secret Service, their main job is to protect and serve our government officials no matter who they are. Although these are both handpicked, these are probably the most interactive positions we have.

Third we have Quantico, they specialize in training our trainees in various skills including driving, scene management, how to behave, and other things.&#x20;

As the FBI expands we will bring updates and other things so we hope you will be a part of it.

# Perks and Responsibilities

* Ability to represent clients
* Ability to file civil law suits
* Ability to request court documents (Warrants, Subpoenas, etc.)
* Ability to deliver subpoenas
* Ability to sue goverment departments
* Join or start a law firm

Your responsibilities as a Lawyer are as follows

* Collection of evidence for trials
* Being responsable with your clients
* Aiding anyone that requires legal help
* Study the inner workings of a courtroom

# Evidence Collection

Basic tutorial for evidence collection

As a Lawyer, you will need to collect evidence to protect your client and prove their inocence. You can do this in multiple ways, here are the most common ones.

* **Basic Inquiry and Requests**

Basic inquiries can be done by speaking with your client and any witnesses that might have seen anything to aid in your case. You can request they give you the evidence or they go and testify for your case. The witnesses or civilian parties have the right to deny your request after which you can ask them for a statement if they are a witness. If the piece of evidence is crucial, you can request the Judge fill out a search and seizure warrant for the collection of the evidence that is being ommited.&#x20;

* **Hiring Investigators**

You can hire an investigator to investigate the case for you and return with any evidence or statements they might find within the confines of the law.&#x20;

* **Getting other firm members to help conduct intervies**

If you are apart of a law firm or are working with someone else on the case, you can both request interviews with the witnesses.

Once you have a list of your evidence, you must turn it in to the assigned Court Clerk or Judge at least 3 days before the trial.

# Opening Statements

Bases to create an opening statement

An opening statement is a key part of any trial in which you will present yourself and explain your objective for being there. The key elements in an opening statement are as follows.

* **Theme of the Case** - A theme that will serve as a framework for every piece of evidence the jury hears during the case. The theme should communicate how the evidence will fit together, and why your client’s position in the case is the right one.&#x20;

**Example:** A lawyer defending a discrimination at work case may have a theme of “unheeded warnings” to communicate that the plaintiff had a chance to improve their performance before termination, but failed to take advantage of the opportunity.

* **Don’t Waste Time Getting to the Theme -** The first impression should be more compelling. Be ready to begin your opening as soon as the moment arrives. Stand up quickly and start speaking with confidence, demonstrating immediately that you are prepared and sure of what you’re saying. Tell the jury something interesting in your first few sentences, and then return to the more mundane tasks of introductions and thanks.

**Example:** The defendant had a contract with Smith Corporation. He promised that, in exchange for three years of employment at a substantial salary, he would not take Smith’s customers and employees when his employment ended. The defendant has broken this promise. When his employment with Smith Corporation ended last December, the defendant stole five clients and three employees, and caused Smith Corporation to lose $10 million in business. That is why we are here today. Ladies and gentlemen, my name is John Jackson. Together with my co-counsel Sue Jones, I represent Smith Corporation. Sitting with us at the plaintiff’s table is Robert Smith, the President of Smith Corporation. In this trial, we ask you to hold the defendant responsible for his wrongful acts.

* **Personalize Your Client -** Use the opening as an opportunity to persuade the jury to like your client. Explain your client’s motivations, and give the jury reasons to feel camaraderie with your client. If you represent an individual plaintiff, convince the jury of your client’s integrity, and persuade them that your client is not just out to make an easy buck; rather, your client suffered real harm. Obviously, a lawyer representing an individual against a corporation may have an easier job personalizing the client, but a management-side lawyer can personalize their client as well, and the need to do so cannot be underestimated.

* More to be added soon

Your responsibilities as a Judge are as follows

* Be Impartial
* Hear everyone out
* Cast a proper verdict

# Way of operation during a trial

The way a trial should be handled

Here you will find an easy tutorial for running a courtroom.

* Bailif announces judge and has spectators rise

* Judge will request opening statements starting with the prosecution

* After opening statements are done, the prosecution will paint the scene of the crime, establishing what was found at the scene of the crime and the defendants involvement

* Once the prosecution is done, the defense will have a chance at a rebutal in which they will present their first pieces of evidence who will try and prove the inocence of the defendant. If any witnesses are called, the prosecution will be able to cross examine them if they see the need for it.

* Both parties will take turns presenting witnesses (Both parties have the right to cross examine) and evidence until there is none.

* Once all evidence has been presented, the Jury will be taken to a seperate room to cast a verdict.

* Once the Jury reaches a desicion, they are brought back to the courtroom and inform their decision to the Judge who will cast his judgement.

*Note: If a trial lasts more than 1 and a half hours, it will stop there and be continued the following day with the same jurors.*

*The Judge may call a recess at any point during the trial to offer a short break. Lawyers may also request a recess and it will be up to a judge to accept or deny*

# Shifts

In this department, we use [Trident ](https://tridentbot.xyz)to log shifts as it is easy to use and has loads of useful tools.

To start, break or end a shift, just run the [`/shift manage`](https://docs.tridentbot.xyz/info/commands#shift-manage) command in our `#shifts` channel and use the buttons displayed.

<figure><img src="https://2932645721-files.gitbook.io/~/files/v0/b/gitbook-x-prod.appspot.com/o/spaces%2FWyt53U4jgDXJiF4XA1CG%2Fuploads%2Ftk6qq3ondgLc296Fn1JJ%2FShiftManage.png?alt=media&amp;token=2ed81121-109d-46e7-92a9-53d57d91b69c" alt="" width="375"><figcaption><p>Use /shift manage to start/break/end your shifts</p></figcaption></figure>

## How much shift time do I need to rank up? <a href="#quota" id="quota"></a>

Time required to rank up depends on your rank. You can see how much you need to do per week to be considered for promotion.

### 2018 <mark style="color:green;">Falcon Interceptor Utility</mark> <a href="#fiu" id="fiu"></a>

The Falcon Interceptor Utility is a classic and one of the most popular vehicles in the Florida Highway Patrol. It comes with plenty of room to transport equipment and suspects. It may not have the most speed however.

<figure><picture><source srcset="/files/2ZxIIZbAOQBmTSXeuHYT" media="(prefers-color-scheme: dark)"><img src="https://2932645721-files.gitbook.io/~/files/v0/b/gitbook-x-prod.appspot.com/o/spaces%2FWyt53U4jgDXJiF4XA1CG%2Fuploads%2F1sSQdBD8UuzbMO6b4UDS%2FFalconInterceptorUtilityLight.png?alt=media&amp;token=5b4879e3-0c7b-4fc7-845d-a37c7b108624" alt=""></picture><figcaption></figcaption></figure>

### 2015 <mark style="color:green;">Bullhorn Prancer Pursuit</mark> <a href="#bpp" id="bpp"></a>

The Bullhorn Prancer Pursuit is one of the fastest in the fleet and is perfect for pursuit driving but lacks cover and transport room if you get yourself in some trouble.

<figure><picture><source srcset="/files/Uc0u1nhEa3cGQ2Nqka6Y" media="(prefers-color-scheme: dark)"><img src="https://2932645721-files.gitbook.io/~/files/v0/b/gitbook-x-prod.appspot.com/o/spaces%2FWyt53U4jgDXJiF4XA1CG%2Fuploads%2FEDCDKBmwjqMBeKH7YudZ%2FBullhornPrancerPursuitLight.png?alt=media&amp;token=75c81804-dc8d-4c67-b766-942be32153ba" alt=""></picture><figcaption></figcaption></figure>

### 2003 <mark style="color:green;">Falcon Prime Eques</mark> <a href="#fpe" id="fpe"></a>

The Falcon Prime Eques is one of the oldest cars in the lot and is not recommended unless you are looking for a classic vehicle for a chill patrol.

### 2018 <mark style="color:green;">Chevlon Camion PPV</mark> <a href="#ppv" id="ppv"></a>

The Chevlon Camion PPV has a huge amount of room for transporting suspects and equipment like the Falcon Interceptor Utility but also packs a punch if you are looking to get into pursuits on your patrol.

### 2022 <mark style="color:green;">Bullhorn Determinator SPF Fury</mark> <a href="#spf" id="spf"></a>

The Bullhorn Determinator SPF Fury is a thrill to drive and is the fastest car that the Highway Patrol offers. Although it has no space for suspect transportation, it almost grantees that you keep up with a suspect if they decide to run.

# Detectives

The detectives are a key part of a functioning department, not only do they respond to calls, but they also investigate afterwards to hopefully identify and maybe even catch the suspect before they break even more laws.

Our detective branch offers a new roleplay opportunities and the ability to use undercover vehicles that you would not have had access to before.

Want to learn more about this branch? Check out the guides bellow.

# Rank Structure

Bellow is a simple outline of our chain of command.

Authority matches [main rank](/fhp/g/coc) authority.

## <mark style="color:green;">Junior Detective</mark>

### Any <mark style="color:orange;">Bullhorn Prancer Pursuit</mark>

The Bullhorn Prancer Pursuit is a fast and reliable vehicle, great for any starting detective or above. It has a moderate amount of room and has enough space to transport suspects in the back.

## <mark style="color:green;">Detective</mark>

### Any <mark style="color:orange;">Falcon Interceptor Utility</mark>

The Falcon Interceptor Utility is one of the most used vehicles in the Highway Patrol as it offers a large space for equipment and transportation along side its powerful engine which can get you almost anywhere in a hurry.

## <mark style="color:green;">Senior Detective</mark>

### 20XX <mark style="color:orange;">Chevlon Platoro PPV</mark>

As the only truck used in the Highway Patrol, it offers a large amount of space in both the bed and the rear seats making it a great choice for transportation. However, it may not be the fastest car in the world.

## <mark style="color:green;">Lead Detective</mark>

### 2022 <mark style="color:orange;">Bullhorn Determinator SFP Fury</mark>

The fastest car in the Highway Patrol fleet. An amazing choice for a nice ride but maybe not for detective work unless you plan to transport everything in your passenger seat.

***

## <mark style="color:blue;">Section 2 - Patrol</mark> <a href="#s2" id="s2"></a>

Internal Affairs agents have the ability to patrol in any vehicle deemed necessary to complete their desired tasks.

**i. Livery**\
Internal Affairs may patrol using a Florida Highway Patrol or Undercover (preferred) livery.

**ii. Modifications**\
An Internal Affairs vehicle may have any modifications needed to make it look more like a civilian car. They may not have antennas, ram bars, or other visible modifications that may give away their tasks.

**iii. Tasks**\
When patrolling as Internal Affairs in an unmarked vehicle, agents may not perform traffic stops or respond to low value calls unless requested or imminent danger is shown.

**iv. Supervisors**\
Internal Affairs agents are considered as supervisors but may only respond to supervisor requests if no other supervisor is readily available.

***

## <mark style="color:blue;">Section 3 - Investigations</mark> <a href="#s3" id="s3"></a>

**i. Reasoning**\
Before marking a Trooper as "Under Investigation", the Internal Affairs agent leading the case must first present it to other agents with grounds to place the Trooper under investigation. Grounds include evidence of rule breaking such as video recordings or even just multiple witnesses complaining about the Trooper's performance or ethics.

**ii. Approval**\
Cases must first be approved before going into play. To approve a case you must either:\
&#x20;\- Get approval from the Directors board.\
&#x20;\- Have 2+ Internal Affairs agents approve.\
&#x20;\- Get a written approval from DOJ/FBI.

Exceptions include:\
&#x20;\- The Trooper is a direct threat to others.\
&#x20;\- The Trooper has broken FSRP rules (proven).

**iii. Actions**\
When placed under investigation, Internal Affairs have no obligation to notify the Trooper of an investigation if evidence is at risk. Internal Affairs have the right to revoke a Trooper's rank while they are under investigation for no more that 72 hours while an investigation is underway; this timer starts when the Trooper's roles are removed.

When an investigation is over, Internal Affairs are required to notify the Trooper of the investigation if nothing is turned up and all previous roles should be returned. Should the Trooper be decided to be guilty, punishments should be decided as normal.

**iv. Rights**\
As a Law Enforcement Officer, you **do not** have the right to remain silent, anything you do and say can be used against you in an investigation. Failure to provide Internal Affairs agents with requested resources may result in your termination from the department.

**v. Defence**\
As a Trooper under investigation, you may request that a *(FSRP)* lawyer handles your case and you have the right to fight any punishment given to you as the result of an investigation once every 30 days.

# Calls

Last updated 01/02/24 GMT.

## <mark style="color:blue;">Section 1 - Response</mark> <a href="#s1" id="s1"></a>

### <mark style="color:orange;">A. Unit Type</mark> <a href="#s1a" id="s1a"></a>

**i. Overview**\
It is important that you only respond to calls that you are currently clocked in to handle, it makes no sense that a normal unit would investigate a robbery while detectives are online.

**ii. Normal Units**\
Normal units (default shift type) may respond to any call that requires a police response.

Examples:\
&#x20;\- Store robbery\
&#x20;\- Vehicle crash\
&#x20;\- Shooting/panic\
&#x20;\- Perimeter control

**iii. Detectives**\
Detectives should only respond to calls once the normal units have handled the main call to investigate the aftermath and potentially find other suspects that may be involved.

Examples:\
&#x20;\- Robbery investigation\
&#x20;\- Murder investigation\
&#x20;\- Vehicle crash\
&#x20;\- Shooting/panic

**iv. Speed Enforcement**\
Speed enforcement may respond to any call that a normal unit would respond to but should prioritise pursuits, traffic stops, etc. over other calls.

### <mark style="color:orange;">B. Light Pattern</mark> <a href="#s1b" id="s1b"></a>

**i. Overview**\
When responding to a call, you should use the appropriate lighting pattern according to the call type. You should not be responding to a car crash at code 3.

**ii. Code 1**\
Lights: None active\
Sirens: None active\
Traffic: Follow rules

A code 1 response should be used for calls which do not require an immediate response.

Examples:\
&#x20;\- Welfare check\
&#x20;\- Sting setup

**iii. Code 2Lo**\
Lights: Active when needed\
Sirens: Manual only\
Traffic: Follow rules

A code 2Lo response should be used when a call is not urgent but it is difficult to reach the call without moving vehicles out of the way.

Examples:\
&#x20;\- Low value warrant response\
&#x20;\- Supervisor requested

**iv. Code 2Hi**\
Lights: Active\
Sirens: Manual/Priority only\
Traffic: Can run lights/stop signs

&#x20;\- Warrant response\
&#x20;\- Officer in un-immediate danger

**v. Code 3**\

Examples:\
&#x20;\- Officer in danger (panic)\
&#x20;\- Shots fired\
&#x20;\- Robbery in progress\
&#x20;\- Pursuit

### <mark style="color:orange;">C. Traffic Rules</mark> <a href="#s1c" id="s1c"></a>

**i. Information**\
When responding to a call, you should attempt to follow all traffic rules unless you have a good reason to not. Bellow are traffic rules and instances where you can break them.

**ii. Red Light / Stop Sign**\
You may run a red light or stop sign when a person or valuable object is in danger (responding code 3). However, before running a light or stop sign, you must first slow down and check for traffic coming from either direction - you should not speed straight through unless blocked off.

**iii. Speeding**\
You should refrain from speeding when responding to a call if possible. You have the right to speed if the call is urgent (code 3) but if it is required to go faster than 120mph, you should stop responding / chasing.

**iv. Reckless Driving**\
You should not need to drive recklessly when responding to a call and therefore it is still illegal.

## <mark style="color:blue;">Section 2 - Securing a scene</mark> <a href="#s2" id="s2"></a>

**i. Information**\
To avoid confusion or contamination of evidence, a scene must be secured when an opportunity to do so is given. A scene may only be released on the detectives say so.

**ii. Tape**\
The most common way to secure a scene is to put loads of police tape around the crime scene. While this is an efficient method, it is not great for stopping vehicles from entering an area.

Tape should primarily be used to close of areas inside of a building or protected by barriers.

**iii. Police Barriers**\
Police barriers are a great way to stop vehicles from entering an area that is being secured. Where possible, you should place these types of barriers to stop vehicles.

You should not block off an area which can be used to another location without entering the crime scene.

**iv. Crowd Barriers**\
Crowd barriers are used to stop pedestrians from entering an area. These can be used for a crime scene or for stopping civilians from entering a private area.

For a crime scene, you should only place these barriers next to sidewalks and pedestrian areas.

## <mark style="color:blue;">Section 3 - Parking</mark> <a href="#s3" id="s3"></a>

**i. Information**\
Finding the correct place to park your vehicle is important to not disrupt civilians just going about their daily life. You should find a spot which is out of the way of causing harm.

**ii. Code 1 Response**\
If you are on a code 1 response, you have no reason not to find an appropriate parking spot in either a parking lot or space near the scene.

**iii. Code 2 Response**\
When responding code 2, you may park your vehicle on the sidewalk with the lights on while you deal with a scene, but make sure to leave some room for people to get past.

**iv. Code 3 Response**\
When responding code 3, you may leave your vehicle anywhere that will not cause harm to others but your lights must be on and if you have an opportunity to park safely, you should.

**v. Blockades**\
When asked to block off a road for a pursuit or event, you must have your lights and traffic advisors on among any other equipment such as flares and cones to alert drivers.
